Whilst the various suggestions above are options to be investigated, if the hanging issue is such a problem, how about a bit of lateral thinking by not having any new strobes at all:
a) You say they are to be installed in an institute, one would imagine this means the system is not there for members of the public and that the hearing impaired are managed by staff. So make it the staff's responsibility to ensure the hearing impaired are aware of the condition when the strobes would operate?
b) The building must have some sort of normal electric lighting. Whenever the condition exists where you would want the strobes to operate, install a gadget that will flash the lighting off when it is on, or flash it on when it is otherwise off.
No strobes - No hanging risk.
