Part K of HTM 05-03 (Fire Risk Assessment in Healthcare Premises) is a tad off the wall, but lets not forget it was designed at and approved by CFOA. No "template" as I'm sure you all know, is "approved", so everybody has there own prefered method of carrying out FRA's. The RRO calls for suitable and sufficient FRA and does not prescribe anything. Following the 5 steps is a good starting point.
I personally don't use Part K, but bad, good or indifferent it beats the bits out of what came before, the dreaded tick box which was HTM 86.
I use our local Brigades prefered template and modify it to suit my Trusts unique premises, that way I know that all the IO's can read it because thats what they've been trained on.
The Government guides don't help much either, IO's are convinced that all residences where elderly people live are nursing homes, we don't have any nursing homes, we have healthcare premises where elderly people reside.
