I agree with AnthoneyB. Although many H&S professionals have an understanding of the basics I've yet to come across one who has a good understanding of fire safety design, principles or management. There are a lot who think they do, but the best H&S guys that I have come across are the ones who know the limitations of their knowledge and ability and consult FS professionals when the need arises.
The Scottish Government guidance is for Fire Risk Assessors. If the H&S fraternity would like to be recognised for their abilities in this field, then they should register with a FR organisation. If I want detailed reliable guidance on CDM issues, or confined space working I don't go to a general H&S practitioner, and I don't look for that help on a register of fire risk assessors.
