Fire hydrant servicing

Can anyone advise who is responsible for servicing fire hydrants on "private" land...i.e not on the main street or footpath?
Does the landowner HAVE to have them serviced? What regulations govern this requirement if so?
Is there an alternative to having the local FRS carrying out this work at cost to the landowner?

In England and Wales where the hydrant has been provided as a component  of the general fire precutions under article 4  of the RRFSO  then the "Responsible Person" under the fire safety order has the duty to maintain them  in accordance with articles 17 and 38.

The hydrants should be maintained in accordance with the recommendations of BS 9990

Is a wet test of a hydrant still carried out? In NI wet tests were stopped because when unused hydrants were opened it dislodged sediment in the mains which ended up in people's kettles and washing machines. There were complaints.

There is document produced by the Local Government Association and Water UK. 'National Guidance on the provision of water for fire fighting' dated 2002 which includes recommendations for testing fire hydrants. This does not include wet testing or flushing.
