If you mean enforcement & requirement by the fire officer then no, never seen it - it's a sign you see and therefore not very important to them, like fire doors & escape fastenings aren't always.......

... and , presumably, with the passing of certification and lack of mention by any visiting fire and licensing officers, the signs will become increasingly rare. I value them as not only a reminder to management of their duty but a message to building occupants to the effect that management are not providing for their safe escape if the fastenings have not been removed. This must be more effective that a stated intention in a management document long since forgotten.
