All my responses only apply to England and Wales and they are an overview of the subject, hopefully it will point you in the right direction and always treat with caution.

Judging by the effect the CFOA policy on unwanted fire alarms has had on the CFOs, it is about as much use as a chocolate fire guard!
The presence of those seeking the truth is infinitely to be preferred to those who think they've found it.

A national fire service, Michael, thats whats needed. Get rid of all those jumped at CFOs running their own thiefdoms and get rid of CFOA.

But there is a national fire sevice Dotty. It operates just like any other large business spilt into regions all run by regional managers who follow flexible national policies unless there is something they don't necessarily agree with. As long as they don't break the region the big bosses don't mind.
We're not Brazil we're Northern Ireland.

I dont know what world you are living in there, almost there, but in case you hadnt noticed, in England and Wales Govenrment policy is that there is NO national policy and the fire minister has said that this would be contrary to government localisation policy. Each fire and rescue authority is entirely autonomous. A national buisness has a single CEO and single board.  Fraid you are well off the mark on this one, indeed you are not even nearly there.
