Probably for the same reason that it had to be updated in the first place. The original was written in a hurry so as to meet a financial deadline. It should have been a complete rewrite to reflect the current models of care and patient profiles. DH & Capita wanted it written in less than 6 months which left no time for research into the things we still don't know, engagement with those that do know some of the things we don't, or a full consultation. As a result, I refused to frilly about the edges of the existing document whilst Capita was getting paid for a full rewrite, and hence another author was involved in the document. The 2014 version of HTM 05-02 was riddled with errors, even referencing within the document was incorrect. The update was supposed to correct these errors, but.....
