New fire doors

It seems to be normal practice to specify fire door and frame with associated vision panels, furniture etc to be certified as an assembly and installed in compliance with manufacturers instructions.
However, it seems that Building Control have an ad hoc policy much depending on the officer. There is consistency for plan requirements but there does not seem to be concern about the site built assembly. There is a big difference in cost between a certified assembly and one pieced together by the site joiner. Is this common?

BCO whether private or public can be ad hoc about most physical fire safety issues on sites, I've seen some awful bodged doors with excess threshold gaps, bit's of wood glued on the bottom to try and reduce the gap (but still leave it over 10mm) and the usual inadequate fire door frame sealing and fire stopping all over the shop, also incomplete and non working smoke control systems, I could go on......
