Certified fire door sticker

Came across a flat entrance door with a 'certified fire door frame sticker' - the first time I have ever seem one! Now I can't say if the door fitted was certified to be use with that frame but at least the frame was specifically designed and tested. Why are installers so lax when it comes to onsite documentation?
