Dry Riser inlet box-underground

At a new block of flats,just come across an 'inlet' box underneath a manhole cover just below ground level. It is configured so that the drain cock cannot drain. Obviously this could freeze out the inlet in a harsh winter. From what I have been able to read this does not comply with 9990 or 5041-5. Any one had similar/have any solutions? Could the fact that it cannot be 'maintained' remedial works be enforced by the FSO?

Unlike planning applications there is no public access to BC applications and thus one cannot be sure if in this new block the inlet has been notified as an issue.

Thanks-the submitted plans I have seen show the inlet box's in the walls-so not built as proposed. Still can't see why the underground inlets would be approved-lots of views but no comments!

The answer lies with the FRS. Were they consulted by BC? Although if the plans showed the inlet in a wall with satisfactory access they would not comment. Did they do a completion inspection? The FSO only requires the RP to maintain what?s provided so I would suggest that BC should be addressing this. Have you spoken to the FRS?

Thanks Seetek, I have all those answers, in regard to FRS/BC. What I am after is some solutions-throwing hay straw into the pit and lighting it up ala MOF won't cut the mustard nowadays. Relaying the inlet into the building will be problematic. Some pipe lagging/trickle heating?

It's not the only time - I've seen a site with an underground inlet that was passed. Gets wet tested each year & seems to be OK. It's very unusual though, always been wall mounted everywhere else I've been to
