It seems that we have laboured under a misapprehension with regard to RR(FS)O, in that the prime enforcer should be the FRS. Whilst others have a responsibility to enforce, it was FRS responsibility. It now seems that Local Authorities, who have a responsibility to enforce RR(FS)O when the safety certificate is in force, will have that extended to all times. Therefore, when some football stadia have all their shops, offices and other paraphanalia under the safety certificate, the FRS have no responsibility. An examaple is that one of the London stadia has a hotel which is used as a hotel a lot but on match days becomes a viewing platform. If there is now a fire, the LA is responsible.
