This comment from the BBC London reporter about CLG was class "They say a fish rots from the head first."

Local authorities maintain a public register of EN that hey have issued, I imagine somewhere there is a CPIG one, try an FOI request. You may find that the individual contraventions are reduced to one sentence though, e.g "Insufficient FRA" without saying why specifically.
One further point, as I have said before the Fire Rescue Service started to die on its bottom the day it wss moved from the Home Office, first to ODPM and now CLG (Social Workers/Teachers and dustmen Division). Until it returns to the Home Office things will get worse!

If the premises is ever used by people other than 'persons at work' then it should be a relevant notice. If this is the case then it should be on a public register.
