We give our wardens a day off per annum which is conditional on them attending refresher training every 2 years.
Even then we struggle to recruit and retain.
We need around 200 in our head office and are always 15% or so understrength. When you plot the gaps, there are definite clusters where its usually a 'political' reason such as disgruntled staff or where a particularly loud and influential member of staff whois whipping up dissent.

The extra day's holiday helps as a carrot, but even this is now under review. I see mass warden 'resignations' if that perk goes, so be careful about incentives such as this as we are about to shoot ourselves in the foot five by scrapping this award 5 years after introducing it

I don't understand the difficulty in colleges. There are usually enough senior managers to fill a football stadium!

That may well be true but for many managers (senior or otherwise) and academics, if it's not in their job description they won't do it. I've personally witnessed a lecturer pushing students out of the way when the fire alarm has sounded and leaving them to take care of themselves (needless to say some robust agricultural counsel was offered to said lecturer once everyone was clear of the building).
